ENCLAVE ORDER OF BATTLE This order of battle is based off the earlier lists and is not consistent with the F&E order of battle. That order of battle alleges that the Klingons had only two DNs at the start of the general war, where all other sources say that they had at least eight, if not more. This list assumes that all border fleets had about 50 ships during peacetime and 75-100 during wartime. It does not include combat losses. Escorts especially, were short of their projected maximum. This list does not reflect all known builds, and is a reflection of the total fleet at the end of the war. For example, at least 10 NCTs were built during this period and all four LRs were converted to CT+s, although they are all simply reported as CTs. The Federation hulls that survived were "traded" back to the Federation as soon as the Enclave had activated enough ships that they were no longer needed. All of the Pirate Cruisers were eventually converted to Enclave configurations as were several other captured ships. Those that could not be converted, like the BR, were traded to the Davion Clan for convertible hulls. The PFs listed are manned PFs. These are the only manned PFs not on bases. They also began creating X-ships. A separate police command was created during this time and all of the CTs and CTTs were transferred to it. The Enclave also began building Federation war hulls to sell to the Federation. The Building of two DN+s to serve as fleet leaders was a major project during this time, One of them had been converted to an X-Ship before the invasion and the other was in the process of being converted when the Invasion started. Some X-tech support ships may have been built by this time, but are not reported as such. The Enclave may have built several Federation X-Ships to sell to the Federation in this time. Over half the fleet was destroyed in the invasion and reconquest. Of the major powers, only the ISC lost more ships. Starbase 11 was rebuilt as an X-Starbase and served as one of the major staging areas for Operation Unity. This order reflects some reshuffling among the fleets as well as some new construction. (The Federation at its height could field 75 and the Tholians about 20. Everyone else is between that.) This puts it in the realm of a major power. The number of ships is reasonable when you consider that they never had the attrition losses that other major powers had from fighting the general war. In fact, this high number of ships is what kept them out of the general war. When the Enclave declared itself and its neutrality from the general war, the Coalition powers thought that it could be conquered at leisure when the Federation had fallen. It was not apparent for some time to them just how large the Enclave Reserve fleet had been. By that time, the entire fleet had been activated and new ships were being built. Eventually, the idea was abandoned as unworkable.
